I am looking for a web design software that also allows organizing files. The web site that I have in mind will be very plain with a lot of text and no fancy stuff.

I highly recommend CityDesk from Fogcreek Software. So easy to use and set up, my mom uses it.
It has unlimited pages for the paid version, but there is a free version with 50 pages. That should be enough to make you dangerous.
