Macromedia Dreamweaver. It is excellent and allows you to move around your page more freely than writing source code.
Reply:Wow, I can't believe someone actually mentioned Dreamweaver. Based on your question, its doesn't seem like you want to spend $200-300 on a program. FrontPage is a good one for beginners if you can find it cheap. However, here are some free ones and where you can find them:

Nvu - http://nvu.com/index.php

I actually tried this one out and thought that it was actually pretty good, though I mostly wrote the code myself. It has gotten good reviews from many people.

Trellian WebPAGE - http://www.trellian.com/webpage/index.ht...

I have never used this one, but it looks really nice.

Mozilla Composer - http://www.mozilla.org/products/mozilla1...

This is the predecessor to Nvu, and is not as good. Very simple, but you're better off with Nvu or Trellian.

Amaya - http://www.w3.org/Amaya/Amaya.html

This one is built by W3C, the group that "runs" the internet (they actually set the standards, but, whatever). I haven't heard much about it, but it is made by an extremely reputable group, so take that as you will.

So there you go. They are all completely free, and all look pretty good. Don't go buy FrontPage is you don't have to, and for heaven's sake don't buy Dreamweaver unless you REALLY get into web design. Hope you find the right one that works for you.
Reply:I would use Frontpage 2003 I am sure you can pick up a copy really cheap at halfprice books. I say this because any real developer would have tossed a long time ago.

There is nothing wrong with Frontpage if you are a beginner and it has a lot of functions built into to it, like buttons and form wizards.

Another option would be using a website creator, this will allow you to use a pre designed template which could be anywhere from 100's to 1000's of options and some can be somewhat customizable.
