I am looking to set up a website where people can pay to post pictures. What are the best web design sites?
You need to learn web design, how to translate that desing into code; then get a web host and a domain name.
Since photos are big you'll need a lot of server space, and enough bandwidth. If people pay to use your site they will want their money back if they go to use their account and can't because you ran out of bandwith for the month.
There are already many sites that offer this service free of charge, go round a few and see what you can offer thats different. Try Photobucket, Pbase and Deviant Art to get an idea of whats out there, they all offer a different service.
As for web design and hosting yours won't be a straightforward design job and I'd suggest you see a web designer, some offer free consultations and they may be able to show you what you're letting yourself in for.
You also have legal issues such as copyright and other problems to take into account.
